What happens if I receive offers from 2 different hiring partners? I will be forced to decline one of them, so does this mean that, based on my contract, I will be liable to pay back the scholarship amount?

If that happens, you will be free to choose the hiring partner you want to work for and decline the other offer without any penalty.
